From kea-users posting (held for moderation, due to attaching a large raw pcap to the posting):

Dear KEA Support !
We used kea 0.92 on 2500 Users. We saw a few errors with our end-users.
Their pc couldn’t renew ip.
We monitored with Wireshark and saw tons of DHCP Inform packages from
Clients to KEA DHCP. We didn’t know how to fix it.
We sent Wireshark data to you in attachment file.
Please help us to solve the issues.

The wireshark pcap is not useful because it only shows a high rate of inbound DHCP INFORM requests. What is more interesting is that at the same time as the problem is being seen, the server is repeatedly logging:
