Description

It appears that configuration switches used in configure are not propagated to make distcheck phase. This sometimes leads to Kea compilation errors, sometimes some switches are silently dropped and thus bits of code are not compiled (e.g. --with-dhcp-mysql).

I got exactly this problem with #2406 (--with-openssl had to be propagated) so I'd like to get a generic solution.
